UN Regulation No. 175(UN R175)는 가속페달 오조작 시 급가속을 억제하기 위한 국제 안전기준(Acceleration Control for Pedal Error, ACPE)으로 2025년 6월 23일 발효되었습니다.

- 운전자 ON/OFF 선택

Sudden Unintended Acceleration: Global Safety and SAE's Prevention Research
Moving beyond disputes over the cause of unintended acceleration to detecting actual vehicle motion and preventing accidents.

became a global issue.
Sudden Unintended Acceleration (SUA) describes acceleration that the driver does not intend. The issue drew public attention during the Audi 5000 controversy in the 1980s and again following Toyota acceleration incidents and major recalls in 2009–2010.
In 2014, Toyota agreed to pay USD 1.2 billion under a US Department of Justice resolution relating to the handling and disclosure of unintended-acceleration safety issues. This was a criminal enforcement settlement, not a single aggregate payment of civil damages to crash victims.
Investigations have considered pedal misapplication, sticking accelerator pedals, floor-mat entrapment and possible vehicle control faults. Preventive engineering complements post-accident investigation.
UN R175 and
national regulations.
UN Regulation No. 175, Acceleration Control for Pedal Error (ACPE), entered into force on 23 June 2025. Both Korea and New Zealand are listed as applying parties. Participation does not automatically mean a domestic installation mandate or a separate aftermarket certification scheme.
| Country | Status as at October 2026 |
|---|---|
| Japan | Domestic safety requirements for new vehicles and a performance recognition programme for retrofit devices |
| Korea | New-vehicle standards and certification provisions for aftermarket pedal-error prevention devices; phased new-vehicle installation obligations scheduled |
| New Zealand | Party applying UN R175, but no distinct domestic ACPE certification standard or installation mandate has been identified |
Japan and Korea have established domestic assessment frameworks, whereas a separate New Zealand ACPE scheme has not been identified.
New Zealand:
1,546 crashes in five years.
NZTA Waka Kotahi's CAS extract dated 24 March 2026 recorded 1,546 crashes during 2021–2025 involving contributory factor 423 (wrong pedal/foot slipped), with 751 casualties.
| Category | Five-year total |
|---|---|
| Fatal / serious-injury / minor-injury crashes | 11 / 73 / 527 |
| Non-injury crashes | 935 |
| Deaths / serious injuries / minor injuries | 12 / 82 / 657 |
These are contributory-factor records, not solely cases of electronic vehicle failure. Nonfatal crashes may be underreported and CAS records can change.
Korea: 109 of 149
suspected cases were pedal error.
The Korea Transportation Safety Authority reported on 19 January 2026 that, among 149 suspected SUA incidents reported by media in 2025, 109 (73.2%) were identified as pedal misapplication; 40 remained under investigation or without confirmed investigation results. TS stated that a vehicle-defect-induced SUA phenomenon had not been confirmed in this analysis.
| 144 cases with known driving status | Share |
|---|---|
| Stopped | 16.0% |
| Low-speed creep | 53.5% |
| General driving | 30.6% |
TS also separately cited annual pedal-misapplication casualties of 51 fatalities and 368 injuries; those figures are not casualties from the 149 media cases.
The Korean and New Zealand datasets differ in case selection and time period and are not directly comparable.
Driver error
or vehicle fault?
SAE is developing a prevention concept that does not require first establishing whether suspected SUA stems from driver pedal error or a vehicle fault. It uses measured longitudinal vehicle acceleration as a core input to identify abnormal rapid acceleration and initiate propulsion-reduction control.
- Driver ON/OFF switch
When ON, the SAE device is enabled. When OFF, it does not intervene through its SUA-triggered control. Existing vehicle safety systems remain independent.
- Longitudinal acceleration measurement
Monitor actual longitudinal vehicle acceleration in real time.
- SUA determination
Apply defined abnormal-acceleration criteria. Distinguishing intended from unintended hard acceleration remains subject to validation.
- Intervention
When the criteria are satisfied, initiate a strategy intended to reduce propulsion and accident risk.
The research targets ICE, hybrid and BEV vehicles. The system remains under development; implementation, vehicle-specific safety and regulatory requirements require testing and consultation.
